This is true. However, if someone doesn’t want to host a site themselves, this would be an option for them. Many who sign up for Google Apps are doing so precisely because they don’t want to host the files themselves. They can have a site, but only using Google Page Creator, which gives them static pages. What if I want my site to be a blog? I either have to set up a Blogger account and use their custom domain feature or set up a redirect. Having the option for your home page to be a Blogger blog would just be a nice convenience and add value (and integration!) of Google’s various services.
